About Us

The Public Procurement Department (PPD) is a body established pursuant to an Act of Parliament, namely the Public Procurement Act, 2022. The Act aims to provide guidance towards sustainable procurement for framework and procedures for the Public Procurement of Goods, Works, and Services; it aims to establish a Public Procurement Department; to promote transparency, accountability, and integrity in Public Procurement and for connected matters.

Principles of Procurement: Part II of the Public Procurement Act

    Streamline effective mechanisms to enable internal stakeholders to discharge their personal responsibility on issues of procurement matters.

    Ensure that there is openness and clarity in the conduct of procurement policy including the functions of stakeholders involved.

    Ensure that corruption or collusion is banished in all procurement opportunities. Creating a system that works for external stakeholders.

    Strive to meet the aspirations, expectations and needs of the community served by the procurement.

    Corroborate procurement processes be carried out to achieve the most advantageous combination of cost, quality, and sustainability over the life cycle of the project.
